Location: Mbale Clinical Research Institute

About Us: The Mbale Clinical Research Institute (MCRI) is a center of excellence in evidence-based clinical research, training, and innovation located in Eastern Uganda at the Mbale Regional Referral Hospital complex. MCRI is dedicated to progressive research collaborations with esteemed institutions, including Busitema University, Imperial College London, and EDCTP. We are now seeking a motivated and experienced individual to fill the position of Procurement Officer at the institute,
Job Summary: Major Role:
Ensure timely, transparent, and cost-effective procurement of goods and services in compliance with organizational and donor regulations to support efficient program delivery.
Key Responsibilities
- Plan, coordinate, and execute procurement activities in line with the organization’s policies and donor regulations.
- Prepare and issue request for quotations (RFQs), bid documents, and purchase orders.
- Ensure timely delivery of goods and services, following up with vendors and logistics as necessary.
- Maintain an up-to-date supplier database and manage supplier relationships.
- Ensure all procurement documentation is accurate, complete, and properly filed.
- Monitor market trends and advise on cost-saving and value-for-money initiatives.
- Support internal and external audits by providing relevant procurement records.
- Work closely with program and finance teams to forecast procurement needs and budget accordingly.
- Ensure compliance with ethical standards, anti-corruption practices, and organizational code of conduct.
- Review procurement policy and advice on changes to the policy in consultation with the procurement committee, Accountant and the Executive Director.
- Attend all procurement meetings and guide the procurement committee on technical matters and policy requirements.
Qualifications and Experience
- Bachelor’s Degree in Procurement & Logistics Management.
- Professional Certification (e.g., CIPS, CSCP) is an added advantage.
- At least 3 years of experience in procurement, preferably in an NGO or donor-funded sector.
- Strong knowledge of procurement regulations and compliance standards, especially for major donors (e.g., USAID, EU, UN).
- Excellent negotiation, communication, and interpersonal skills.
- Proficiency in Microsoft Office and procurement software/systems.
- High level of integrity and ability to work independently under pressure.
- Must be between 25 to 40 years.

Job Summary: The Human Resource Manager plays a strategic role in managing the workforce to ensure organizational goals are achieved effectively and ethically.
Key Responsibilities include:
- Recruitment & Staffing – Lead transparent, merit-based hiring and onboarding in coordination with program needs.
- Policy Development & Compliance – Develop and update HR policies aligned with labor laws and donor requirements.
- Employee Relations & Welfare – Manage grievances, support staff wellbeing, and foster a positive work environment.
- Performance Management – Oversee appraisal processes and link performance to development and rewards.
- Training & Development – Identify training needs and implement continuous professional development initiatives.
- Compensation & Benefits – Design fair pay structures, administer payroll, and manage staff benefits.
- Retention & Succession Planning – Develop strategies to retain talent and ensure continuity in key roles.
- Organizational Culture & Communication – Promote core values, team cohesion, and open internal communication.
Qualifications
A Bachelor’s Degree in Human Resource Management, Social Sciences, Development studies and Business Administration with a bias in Human Resource field. A Postgraduate Diploma in Human Resource Management or a Master’s Degree in Human Resource studies is an added advantage. A Certificate in Administrative Law is a must.
A minimum of 3 years of relevant working experience in Human Resource Management and must be between the age of 35 to 45.
